Affordability Controls
(UHAC) in New Jersey
The Uniform Housing Affordability Controls (UHAC) in New Jersey defines income eligibility for rental units as follows:
• Very-low income: Households with a gross income at or below 30% of the area median income
• Low-income: Households with a gross income at or below 50% of the area median income
• Moderate-income: Households with a gross income between 50% and 80% of the area median income
